The Memorial Hall is situated in No.40 Guangmang Street, Nan'gang District. It is a the wooden house of Russian style with three rooms and one kitchen. It was established as the Memorial Hall after a renovation in 1998. The Provincial Committee of Manzhou of the CPC used to be located in Shenyang and in the summer of 1933 was moved to Harbin, and all the important documents are kept here. The leadership of the province used to work in this headquarters of fighting against the Japanese aggressors.
